Members of the Cooley's Rift Homeowners Association (HOA) wishing to perform updates to the exterior of their property generally must receive Architectural and Landscape Review Committee (ALRC) approval prior to beginning work. Updates that require approval include but are not limited to: fences, detached garages and outbuildings, landscaping, driveways, sidewalks, swimming pools, exterior lighting, and recreational equipment (basketball goals, trampolines, batting cages, etc.).
Cooley’s Rift Architecture & Landscape Review New ConstructionPlease review the complete Architectural & Landscape Design Guidelines at Cooley's Rift (cooleysrift.net) or from the HOA owner’s portal. It is important to do this early in the process to reduce the risk of errors and delays as well as required revisions during the submission process. The following is a brief summary of things to consider prior to beginning your build process or consideration. Your builder must be licensed in Tennessee and adhere to the ALRC guidelines.Please email your application to: Cooleysriftalrc@gmail.com• All Application submissions must include: the New Construction Application, Site Plans, Architectural Drawings and Color Samples. The septic and building permits should be submitted when they are received as they are required for final approval.• Guest Houses (Accessory Unit Dwellings) are not permitted under Monteagle’s city ordinances. This is currently being re-considered by the city and we will update this as the ordinance changes.• Clearing / Site Plan Requirements • No clearing may begin prior to site plan approval. • Forest mulching requires approval. • Zone 1- Site Plan must clearly indicate approximate square footage of land to be cleared. The House and Yard Zone is the minimum area required to provide for the home, outbuildings, gardens, and yard. The maximum area that may be covered by buildings will be determined by the ALRC per each homesite size, location, and configuration. • Zone 2 – Forest mulched area, some trees removed with permission less than 6 inches in diameter. Zone 2 should not be cleared until house is “dried in”. • Zone 3 – Undisturbed indigenous state.• Riparian zone – 30 feet from the high water mark of Lake Louisa and creeks / streams. This is an undisturbed area during construction. This area may have not improvements that significantly disrupt the soil other than a 10 foot access area to the lake. Silt fences/ waddles are required at the 30 foot mark. • All builds must maintain not less than a 50’ setback from all lot lines and lake shores. • Driveways Requirements. • Must be 100’ from all intersections, when possible. • Must be at least 10’ wide. • Must be perpendicular to street for not less than 20’ • Culverts near roadway must be at least 12 inches in diameter.No Burning permitted during the construction process ($1,000 fine). All materials, vegetation and trees must be removed. Trash piles are not permitted. All materials must be kept in containers prior to their removal.
